Dictatorship - The Portland Plan

In the last month we have learned that Dick Cheney
was eager to urge an Israeli attack on Iran to provoke an Iranian counterattack
on Israel, and thereby take the United States into another Middle Eastern war.
In the last week we have learned that declassified NSA transcripts prove
conclusively that the US government lied to us for 40 years to cover up the
truth of Israel's premeditated attempt to sink the USS Liberty and kill its crew
during their Six-Day War. Friday we saw George W. Bush insisting on TV
that his government would never dream of committing torture -- even as reports
were surfacing to prove that the lie he was telling had been a lie since he
began telling us three years ago. Who knows what tomorrow will bring,
since by now we know that the Bush administration is capable of anything.
A Past Prologue: From 9/11 to Noble
Resolve
"... Some choose to view this exercise as
sinister -- a pretext for a nuclear attack by the U.S. military on American
citizens, according to some fevered speculation..."
9/11/01 didn't just happen out of the blue.
It was set up by simultaneous military exercises under the control of Cheney,
who was in the bunker before any New York or Washington attacks, giving orders
to various strategic commands. Accordingly, the United States was stripped
of its air cover by design, allowing airliners to penetrate America's most
impenetrable air space to attack New York and Washington, DC.
Likewise, the 7/7/05 London bombings were
pre-planned. Around 1000 local police and national agents were
supplemented by private contractors as they simulated terrorist bombings on the
city's transportation system -- on the very day of the attack occurred.
Official fingerprints were all over the London bombings, which happened on the
exact vehicles, in the exact places and at the exact times designated for the
exercise scenario.
After 9/11 a supercharged Bush administration
declared North America a military zone under Northern Command (Northcom), and
established the Homeland Security Agency (Homeseca) to nationalize police
powers. In the years since, Northcom and Homeseca have been filled with
Bush loyalists and true believers, and they regularly conduct terror drills to
practice what they would do in case of catastrophic terrorism -- like what
happened on 9/11 in the United States and 7/7 in the United Kingdom.
In August, national military and police forces
carried out the terror drill Noble Resolve, focused on Portland as the simulated
target of a 10-kiloton nuclear device. Investigating journalists found
that top officials zigged and zagged in reply to straight questions about what
they were going to do, were doing or had done. Various military commands
offered varying explanations, and sometimes outright contradictions, as to the
nature of the exercise. Portland Mayor Tom Potter claimed ignorance, and
accordingly he ignored it all. A few days before the exercise, the US
House Homeland Security Committee formally requested access to the troubling
dictatorship directive, NSPD 51, just announced by Bush in May and reputed to
have been connected with Noble Resolve. In reply, a few days later they
were formally told to go fly a kite by the White House. The Portland media
remained mum throughout the exercise -- except for a few stories attacking those
with questions as conspiracy theorists and left-wing lunatics.
A Present Possibility: TOPOFF and
Vigilant Shield
"It's hard to know what's scarier: the idea
of responding to a terrorist attack in Portland or the idea that the government
is using a drill as a pretext to seize power, declare martial law and, possibly,
attack Iran."
In a little over a week, the largest terror drill
in US history will focus on Portland again. TOPOFF, Oct. 15-19, is
designed to give "Top Officials" a chance to react to a catastrophic
scenario -- a "dirty nuke" terror attack uncomfortably similar to the
Noble Resolve nuke attack of two months ago.
The Bush administration will be running more than
one exercise -- just as it did on 9/11. Joining TOPOFF will be Vigilant
Shield, which intelligence insiders believe will practice the dictatorship
directive, NSPD 51. The name "Vigilant Shield" brings to mind
"Vigilant Guardian," the 9/11/2001 Air Force exercise that pulled away
fighter aircraft supposed to guard mainland America and sent them off to
counter a simulated Russian attack in Alaska. Vigilant Guardian may also
have been simulating hijacked aircraft, thereby confusing the few remaining
fighter aircraft guarding us. Given that Vigilant Guardian was anything
but a vigilant guardian on the day of the last US terror attack, just how
reassured should we feel by the feel-good name of Vigilant Shield?
The twin exercises TOPOFF and Vigilant Shield will
mobilize as many as 20,000 federal, state, local and tribal officials. The
nuclear attack envisioned for Portland is also slated for Guam and Phoenix.
A Future Fait Accompli? The

a third-world nation without a significant military. Nothing in history
hints that she is likely to invade a neighboring country, let alone do anything
to America or Israel. I am concerned, however, that a contrived...
incident may occur to gain popular support for an attack on Iran."
Public confidence in our ruling elites is at an
all-time low. Only 30% of the people approve of the Bush administration,
and fewer than that approve of Congress. Fewer still believe what they
see, hear and read from the mainstream media, and they are turning to the
Internet, which is becoming the printing press of our Second American
Revolution. Were there another "coincidental" occurrence of a
terror strike during the upcoming TOPOFF / Vigilant Shield terror exercises, it
would solve a slew of problems for the worst government in US history.
If the politicians and presstitutes could convince
an increasingly skeptical public that Al Qaeda, and not "Al CIA-duh,"
was behind the attack, then it would undercut the antiwar and anti-government
movement now coalescing behind outsider presidential candidate Ron Paul.
Congressman Paul already ranks equal to the other Republican hopefuls in
likelihood to gain his party's presidential nomination, according to Las Vegas
oddsmakers, and his nomination would be an existential threat to Bush's neocon
cabal. A President Paul might take action to back up his stated views that
9/11 needs to be genuinely investigated, that the post-9/11 police state needs
to be rolled back, and that a military-industrial-media complex bent on Middle
Eastern adventurism needs to be straightened out.
At least one foreign government would also be
pleased if the United States were re-energized by a follow-up 9/11 attack:
Israel. Official rumors abound worldwide that the Bush administration has
promised its pro-Israel power base, made up of both Jewish and Christian
Zionists, an attack on Iran. Journalist Seymour Hersh has been writing and
speaking about the prospective attack, and the Jewish journalist isn't shy about
saying that the Jewish Lobby is pushing for for all its worth to get us
into an Iran war. When the Iranian president visited the United Nations
earlier this month, the hue and cry against him had little to do with American
issues, and a great deal to do with Jewish issues of defending the Holocaust and
Israel. The Israeli bellicosity toward Iran -- carried out through their
American proxy -- made for interesting reading in a Ha'aretz article on May 18:
"Poll: 71% of Israelis want U.S. to strike Iran if talks fail."
Last month the Bush administration sent loose
nukes into motion across America, locked and loaded onto B-52s -- then
tried to tell anyone still paying attention to the mainstream media that
the loose nukes had been a bush league slip-up. A few days later, the
Department of Energy announced that it was gathering up loose nuclear material
with the press release "Department of Energy Announces Decision to
Consolidate Surplus Plutonium in South Carolina." That
consolidation is on going now, just before the TOPOFF / Vigilant Guardian terror
drills involving dirty nukes begin. DOE specifies that it will be taking
the radioactive stuff from Oregon's West Coast neighbors, California and
Washington. That means that the dirty nuke material necessary to take the
Portland nuclear scenario from plot to production may just be passing through
their city during the terror drills.
A free people should always be anxious when the
worst-case scenario for them just happens to be the best-case scenario for their
rulers, especially when that scenario is being set up before their eyes.

Nuclear Weapons Being "Guarded" by Israel

American supporters of Israel were delighted to learn that an Israeli company, Magal Security Systems-owned in part by the government of Israel-is in charge of security for the most sensitive nuclear power and weapons storage facilities in the United States.
The largest perimeter security company in the world, Magal started out as a division of Israeli Aircraft Industries (IAI)-which was owned in part by the government of Israel. In recent years, however, Magal evolved into a publicly-traded company, although IAI (and thus the government of Israel) still holds a substantial share in the highly successful firm.
What
all of this means is that the government of Israel will actually have control
over the security of America's nuclear weapons.
Supporters
of Israel say that this is a splendid idea, since Israel is said to be perhaps
America's closest ally on the face of the planet. However, there are some
critics who question the propriety of America's super-sensitive nuclear security
being in the hands of any foreign nation, particularly Israel which, even today,
officially denies that it is engaged in the production of nuclear arms.
Be that as it may, however, Magal's global interests are quite broad-ranging. Having secured 90 percent of Israel's borders through a wide-ranging array of super-modern "space age" technology, Magal has now branched out internationally.
Not only does Magal provide security for American nuclear facilities, but it also does likewise for most major nuclear facilities in Western Europe and Asia. In addition, the Israeli firm also provides security for Chicago's O'Hare Airport and, for the last fifteen years, has kept watch on the Queen of England's famed Buckingham Palace in London. What's more, Magal provides security for 90% of the American prisons that utilize electronic systems. Magal brags that its other clients around the globe include: borders, airports, industrial sites, communication centers, military installations, correctional facilities, government agencies, VIP estates and residences, commercial buildings and storage yards.
There is hardly a major country or major enterprise that does not have Magal's security specialists keeping a close watch on their activities.
Clearly, Magal is no small enterprise. While 27% of its total sales are in the Israeli market, its largest market is in North America, which currently accounts for 35% of its sales.
However, Magal's American outreach is expected to increase substantially, especially now that firm has set up a Washington, D.C. office which will promote its products to federal agencies and to the members of Congress who provide funding for federally-supervised security projects across the country at all levels: local, state and national.
And with current U.S. Homeland Security Chief, Michael Chertoff, not only a strong supporter of Israel but also the son of a woman who has strong Israeli ties-even including service with El Al, the national airline of Israel-Magal, owned in party by Israeli Aircraft Industries-will be a clear-cut favorite in the eyes of the power brokers in official Washington who have the power to grant lucrative security contracts.
At the moment, Magal has four U.S.-based subsidiaries: two in California, Stellar Security Products, Inc. and Perimeter Products Inc., as well as the New York-based Smart Interactive Systems, Inc., and the Virginia-based Dominion Wireless, Inc.
All told, the Israeli company holds a 40% share in the worldwide market in perimeter intrusion detection systems and is working to expand its business in the protection of oil pipelines.
Magal is also said to be quite interested in guarding water lines around the globe, particularly in the United States. In fact, Magal may have an inside shot at getting a monopoly in guarding America's water supplies.
On July 19, the Bush administration's Environmental Protection Agency announced a "partnership" with the Israeli Ministry of National Infrastructures to improve what they called "water supply system security in the United States and Israel." Since Magal is so highly respected in Israel, it's an even bet that Magal will soon be guarding the U.S. water supply.
